There was no type of law enforcement. There were many places where there was no law. I am aware that for a long time, people in Britain only visited one another during the day because it was perilous to travel by carriage after dark because bandits would approach the carriages and rob the occupants.
The police were later created by Sir Robert Peel, which is why they are known as "Bobbies" in England. That occurred during the 1820s when he served as Home Secretary. He eventually became prime minister.
People built those castles and forts across Europe to conceal themselves. That served as their main defense.
